Defining an Evil empire should be recognizable for everybody, without anybody having doubts about its existence.
Suppose Evil can be defined on a small scale. In that case, an empire surely is magnified to such a wholesale degree that nobody in the world with a rational mind would have any uncertainty about undisguised Evil.
Alternatively, Evil can be so sinister and allusive that it avoids human recognition.

Somehow the temptation of Evil has gotten under the skin of an individual, group, or more people that interact with the rewards of doing evil deeds.
The third possibility is that people have become so dull that they do not see or hear the warnings alarms when being warned of the dangers of evil deeds.
Young People learning Their Way in Life.
A young child born into the world is most vulnerable for the first 12 months. Then, gradually, slowly, the child grows, develops, and strengthens the human abilities to survive in a hostile world.
During developmental years, the young person’s mind can be flipped over from a rational, logically thinking, healthy human being to a hostile person characterized by evil deeds.
Healthy human development includes having empathy and compassion for other human beings. Characterized by honest work or services with good deeds to the community of other people.
